Meireles (Nicolau Breyner), the Mayor of Vilanova, a small town in southern Portugal, opposes a major real-estate project on the grounds of its potential impact on the local environment. A powerful multinational company wants to see the project approved in order to built a luxury tourist resort.

Mouros (Joaquim de Almeida) hires "Vicky" (Soraia Chaves), a high-society call girl, to seduce the Mayor and convince him to sign the project’s approval.


By pure chance, two detectives of the Judiciary Police come across signs of corruption in Vilanova and start investigating…
